In relevance with the whole Ben Mitchell revenge plot in Eastenders, I honestly think that he had a right to turn in his dad. Not just because Phil was being cruel to him all the time (though that is part of it) but because he actually killed somebody. And Phil had always been trying to avoid the police and his shady past in one way or another. This is just karma.
